Tennessee's Supreme Court has asked whether loosening attorney-licensure requirements might ease the state's access-to-justice crisis. But a legal desert is a problem of distribution and economics, not credentials—and the evidence suggests that admitting more lawyers, without more, will leave the driest counties just as dry.
